A label is not an identity
An address can show a pattern that is useful to monitor without revealing who controls it or why it acted. Classification should remain about observable activity and should never imply an individual, organization, or endorsement without evidence.
Record the basis
A transparent record should show the period reviewed, the rules used, the evidence retained, and the date of the last review. It should also show counterexamples and allow a classification to change when new information arrives.
Avoid certainty
